Towards a Thriving, Livable Plaine Vaugirard: Paris’ ReGreeneration Initiative
Spearheaded by the Ville de Paris in collaboration with Chaire ETI, the Plaine Vaugirard Heliport regeneration project in Paris is part of a broader initiative to in the 15th arrondissement.
At the heart of this effort is the reclamation of an underutilised heliport site to create a lush, biodiverse oasis that mitigates urban heat, improves air quality, and provides ample opportunities for sports, recreation, and cultural activities.
As a flagship project within the ReGreeneration program, the proposed transformation aligns with the “15-Minutes City” holistic vision for urban renewal, which seamlessly integrates environmental, social and community-driven priorities to great a more liveable, resilient, and equitable neighbourhood for the future.

The neighbourhood
The ReGreeneration project in the City of Paris will contribute to regenerating Plaine Vaugirard, located in the 15th arrondissement of the city, beyond the Paris ring road. The main objective is reclaiming an underutilised heliport site to create a vibrant, green space that better serves the community’s needs.
The challenges
This area requires adaptation to new urban challenges in line with Paris “15-Minute City” vision. Composed of distinct spatial and functional entities, among which the continuity is structurally weak, the neighbourhood also lacks connectivity to the city centre, and the quality of life for the residents is hindered. The site is located in proximity to an area of social housing and will require a dedicated approach to ensuring the resident’s inclusion in the transformation process.

Proposed transformation
The ReGreeneration project in Paris aims to reclaim the underutilised heliport site, set to be halved by 2025. The City plans to gradually open up 1.8 hectares of this land as a new green, sports, and recreational space for residents. The interventions will include:
- Restoring the soil and planting grass and trees
- Developing recreational activities and sports facilities on the mineral surfaces
Expected results
The project aims to increase the amount of newly created or restored green spaces by at least 25%. Beyond the physical transformation, the project will also focus on community engagement and co-creation, ensuring that the new green and recreational space is shaped by the needs and aspirations of residents. ReGreeneration will contribute to the social, environmental, and sustainability goals of the Plaine Vaugirard neighbouhood, serving as a model for Paris’ broader efforts to create a more liveable, resilient, and inclusive city in line with the “15 Minutes-City” vision.
